Common Core
With the Common Core,  instruction is more rigorous and expectations have been raised.  In order to meet these expectations, shifts in instruction are taking place with emphasis on the following areas:  English Language Arts (ELA) and Mathematics

FACT FLUENCY
Fact fluency and mastery is a vital component in math instruction.  In order for students to move on to more complex concepts, it is important that they have mastery of the basic math facts. Fact mastery starts by using strategies to add, subtract, multiply and divide numbers. Once a student has mastery, they will usually find that concepts that build upon this mastery, become easier to understand. By the end of second grade, students should be able to fluently add and subtract up to 20. By the end of 3rd grade, students are expected to fluently multiply and divide within 100.  By the end of 5th grade, students are expected to fluently multiply and divide within 144.
Mastery is typically knowing a fact within 3 seconds.
