Fact fluency and mastery is a vital component in math instruction. In order for students to move on to more complex concepts, it is important that they have mastery of the basic math facts. Once a student has mastery, they will usually find that concepts that build upon this mastery, become easier to grasp. By the end of second grade, students should be able to fluently add and subtract up to 20. By the end of 3rd grade, students are expected to fluently mulitply and divide within 100. By the end of 5th grade students are expected to fluently multiply and divide within 144.
Fluency is typically knowing a fact within 3 seconds.
